SVI Specialist (Safety Verification Initiative Specialist)

Background:Caduceus is supporting a nationwide operational initiative focused on child safety, location verification, wellness verification, and field support activities involving Unaccompanied Alien Children (UACs) and Former UACs residing throughout the United States. The Safety Verification Initiative (SVI) supports efforts to verify residential locations, confirm living arrangements, conduct wellness and safety-related observations, document case information, and support operational coordination associated with geographically dispersed field operations. Personnel supporting this effort may conduct residential verification visits, perform field-based information gathering, document observations, support operational reporting requirements, and coordinate with designated program personnel. This effort is expected to involve a large mobile workforce operating across multiple states and regions and US territories under dynamic operational conditions. Depending on assigned responsibilities, personnel may work remotely, in office environments, while traveling, or in direct support of field operations. Due to the sensitive nature of the work, all personnel must demonstrate professionalism, sound judgment, confidentiality, attention to detail, and the ability to follow strict operational procedures, reporting requirements, and standards of conduct.


Place of Performance:
Work under this effort may be performed remotely, while traveling, in office environments, or at field locations throughout the United States and its territories, including but not limited to Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, and the Commonwealth of the Northern Mariana Islands, depending on operational requirements and assigned duties.

Schedule:TBD. Schedules will vary depending on operational requirements, geographic assignments, caseload demands, and Government-directed priorities.


Minimum Qualifications & Skills

  • Bachelor’s degree required in social work, psychology, sociology, criminal justice, human services, public health, counseling, behavioral health, child development, family services, or a related field.

  • Master’s degree preferred in social work, counseling, psychology, public health, human services, family services, behavioral health, child welfare, or a related discipline.

  • Professional license or license eligibility preferred, including LMSW, LCSW, LMHC, LPC, LMFT, or equivalent social services, counseling, or behavioral health credential.

  • Bilingual English/Spanish (Required).

  • Experience in case management, social services, child welfare, family services, refugee/immigrant services, community outreach, behavioral health, or related human services work.

  • Experience working with children, families, vulnerable populations, trauma-impacted individuals, immigrant communities, or refugee populations.

  • Ability to recognize and appropriately escalate potential indicators of abuse, neglect, abandonment, trafficking, exploitation, or other safety concerns.

  • Strong interviewing, fact-gathering, investigative, and observational skills.

  • Strong written documentation and report-writing skills.

  • Strong interpersonal and communication skills.

  • Ability to work independently while following structured operational procedures.

  • Strong attention to detail and ability to meet deadlines.

  • Ability to pass required background, suitability, and pre-employment screening requirements.

  • Comply with all applicable federal, state, local, and program requirements.

Travel Expectations

  • This position is expected to involve significant local, regional, interstate, and territorial travel in support of assigned Safety Verification Initiative (SVI) activities throughout the United States and U.S. territories.

  • Travel assignments may occur within any U.S. state, the District of Columbia, or U.S. territory based on operational requirements, geographic coverage needs, caseload demands, mission priorities, and Government direction.

  • Travel assignments will typically not exceed two (2) consecutive weeks away from home at a time.

  • Travel duration may be modified based on operational requirements,surge activities, mission priorities, emergency response needs, Government direction, or other program necessities.

  • Personnel may be required to travel on short notice and maintain flexibility regarding assignment locations and schedules.

  • Travel requirements may vary based on caseload, geographic coverage area, operational tempo, and program priorities.

  • When not actively traveling or conducting field activities, personnel may work remotely performing administrative duties, case documentation, reporting, scheduling, training, coordination activities, and other program-related responsibilities.

  • This position should be considered a field-based verification and investigative support role with substantial travel expectations and flexible operational scheduling requirements.

Duties and Responsibilities may include but are not limited to the following:

  • Residential Verification Activities

  • Conduct assigned Safety Verification Initiative (SVI) field visits at residential addresses provided by the Government.

  • Verify whether the child resides at the designated address and document all findings in accordance with established procedures.

  • Confirm the child's presence at the location when possible.

  • Confirm and document the identity of household members and their relationship to the child.

  • Verify whether the child is residing with the identified sponsor, family member, guardian, or other household occupants.

  • Observe and document information regarding the child's general safety, welfare, and living environment.

  • Wellness and Safety Verification

  • Assess and document indicators related to child well-being and household conditions.

  • Observe and document potential indicators of abuse, neglect, abandonment, trafficking, exploitation, or other safety concerns.

  • Escalate serious safety concerns immediately through established reporting channels.

  • Document objective observations regarding housing conditions, household composition, and environmental factors affecting child welfare.

  • Investigative Follow-Up Activities

    • When the child is not located at the Government-provided address, initiate appropriate investigative follow-up activities to determine whether the child previously resided at the location or is known to the surrounding community.

    • Conduct professional neighborhood canvassing and interviews with neighbors, landlords, property managers, apartment management personnel, or other individuals with knowledge of the residence, when appropriate.

    • Obtain and document information regarding:

      • Whether the child resided at the address.

      • Approximate dates and duration of residence.

      • Household composition and living arrangements.

      • Observed living conditions.

      • Whether neighbors or other knowledgeable individuals observed signs of abuse, neglect, exploitation, abandonment, trafficking, or other child welfare concerns.

      • Any available forwarding information or information regarding a possible current location.

    • Maintain objective, factual, and detailed documentation of all interviews, observations, statements, and investigative findings.

  • Documentation and Reporting

    • Review available case information prior to field activities to understand assignment requirements and operational objectives.

    • Complete required reports, case notes, and documentation within established timelines.

    • Update designated case management systems, databases, tracking tools, and reporting systems with complete and accurate information.

    • Ensure documentation is objective, accurate, complete, and supported by observations or collected information.

    • Maintain confidentiality of all child, sponsor, household, and case information.

    • Protect personally identifiable information and sensitive case data.

  • Coordination and Communication

    • Coordinate with supervisors and designated personnel regarding follow-up activities and escalation requirements.

    • Participate in required training, briefings, operational meetings, and quality assurance activities.

    • Support operational reporting, scheduling, field coordination, and mission-related activities as assigned.

    • Follow all standards of conduct, including restrictions on personal relationships, gifts, social media contact, legal advice, or unauthorized disclosure of case information.

    • Perform other verification, investigative support, and program-related duties as assigned.
