Federal Emergency Management BPA

Caduceus is a prime contractor on a federal Emergency Management Blanket Purchase Agreement (BPA), providing emergency response execution, surge staffing, field logistics, and mission continuity support for federal agencies. This BPA validates Caduceus’s role as an Emergency Management operator and provides federal customers with a rapid, compliant acquisition pathway for emergency response services.

Through this BPA, Caduceus supports federal agencies requiring immediate mobilization of personnel, infrastructure, logistics, and operational support for disaster response, humanitarian operations, public health emergencies, detention-adjacent missions, and continuity-of-operations environments.

2024 Emergency Services Contract (ASG-CE-2024)

  • One-year contract, annually renewed since 2021

  • Scope: Assist the Government of Puerto Rico in providing emergency response services and disaster relief support via rapid deployment of personnel and resources to address critical needs during emergencies, including hurricanes, earthquakes, and other disasters. Under this contract, we provide the following services:

  • Total Contract Value: $75 Billion

  • 10-year Multiple Award Indefinite-Delivery, Indefinite Quantity (MA-IDIQ) contract to support Department of Health and Human Services (HHS), Administration for Children and Families (ACF), and the Office of Refugee Resettlement (ORR).

  • Scope: Provide Direct Care Services for Unaccompanied Children (UC) housed in ORR Influx Care Facilities (ICFs), including all personnel, services, and resources necessary to provide care and supervision of the UC.

CDC Public Health Emergency Response & Preparedness BOA (47QFAA21R0001)

  • Total Contract Value: Open-ended

  • Five (5) year Basic Ordering Agreement (BOA) to support the Centers for Disease Control and Prevention (CDC)

  • Scope: Assist the CDC in providing comprehensive public health emergency response and preparedness for any disaster declared (e.g., tornadoes, floods, hurricanes, fires, etc.) nationwide. Under this BOA we are able to provide the following services:

    • Equipment (medical and non-medical)

CDC DGMQ Surge Support Emergency Response Operations BPA (75D301-22-F-15065 V797D30199)

  • Five-year BPA contract to support CDC’s Division of Global Migration and Quarantine (DGMQ) Operations at nationwide Quarantine Stations, including U.S. territories

  • Scope: Provide professional public health emergency response and quarantine station operations support, including:

    • Public Health Specialist and Data Scientist services

    • Health Scientists and Epidemiological services

    • Licensed Medical Professional and Licensed Physician services

    • Program and Contract Management support

Emergency Management Subject Matter Experts (SMEs)

Our Emergency Management Team comprises several Subject Matter Experts in the fields of healthcare, public health, humanitarian crises, border security, immigration, temporary infrastructures, rapid deployment, surge support, and federal contracting, among other specialties. The following are brief introductions to our team of Emergency Management SMEs. 

1.     Carmen Nazario 

Senior executive with over 30 years’ experience in direct support of children and families. Appointed by President Obama and unanimously confirmed by U.S. Senate as the Assistant Secretary for Health and Human Services (HHS), the organization that oversees the UC Program. Served under President Clinton as Principal Deputy Assistant Secretary of the ACF. Served as the Secretary of HHS for the State of Delaware. Upon leaving ACF during the Obama Administration, Mrs. Nazario was appointed by President Obama as U.S. Representative to the Global Governing Board of the United Nations International Children’s Educational Fund (UNICEF) where she served until July 2014. She has also held several senior-level positions in Puerto Rico: Director of Social Services, Under Secretary of the Department of Social Services, and Administrator of the Administration for Families and Children. Currently, a professor at the Inter-American University of Puerto Rico, where she heads their undergraduate Social Work Program.

2.     Paul Beeson

Mr. Beeson is a former Senior Executive Service (SES) member with over 30 years of experience in strategic planning, crisis management, program management, physical security, security operations, tactical operations, emergency management, and public speaking. He has spent 11 years in this role and has been heavily involved in developing initiatives to promote border security. He has held the positions of Chief Patrol Agent of the Yuma, San Diego, and Tucson Sectors, leading border security efforts in each sector. He has also served as Director of the Joint Task Force-West, Department of Homeland Security, where he coordinated and collaborated with all DHS law enforcement offices along the Southwest border, including ICE Homeland Security Investigations, Enforcement and Removal Operations, U.S. Border Patrol sectors, Customs and Border Protection Field Offices (ports of entry), the United States Coast Guard, Citizenship and Immigration Services and the DHS Office of Intelligence. He has managed operational budgets in excess of $35,000,000 in multiple Fiscal Years.

3.     Patricia Todaro Bolin

Ms. Todaro Bolin is a results-focused leader with over 35 years of government legacy (U.S. Customs and CBP) and industry experience. She served in various leadership and enterprise roles, and she was part of the initial DHS stand-up, focusing on Customs and Border (CBP), U.S. Citizenship and Immigration Services (USCIS), and U.S. Immigration and Customs Enforcement’s (ICE) mission, budget, and staff. She has provided full-scope strategic leadership for large, complex, multi-agency collaborative efforts across regional and national organizations. She has extensive executive experience in designing, developing, and directing multifaceted transformational projects, programs, acquisitions, resources, staffing, and budgets.

4.     John Esquivel

Mr. Esquivel is a retired federal law enforcement senior executive with over 25 years of experience in the U.S. Department of Justice and the U.S. Department of Homeland Security. He has extensive experience leading a diverse workforce of over 2,000 law enforcement officers and support staff in one of the nation’s largest and busiest U.S. Border Patrol sectors. He has a broad range of supervisory and executive-level experience at the field, regional, and national levels and is highly committed to employee development. He has a proven record of results, restructuring, and realigning divisions to improve accountability, enhance customer service, and promote fresh ideas. Other accomplishments include creating a Leadership and Career Development Program, establishing a new model for a different approach to border security, and co-creating a bi-national delegation of U.S. and Mexico officials to address trade, customs, and immigration issues.
