About Caduceus

Caduceus is an Emergency Management company supporting mission-critical federal programs across FEMA, DHS, HHS, and DoD. Caduceus operates under a formal, internationally recognized emergency response governance framework, providing integrated human capital, logistics, and operational execution for emergency, humanitarian, public health, and law-enforcement–adjacent missions.

Caduceus was founded as a healthcare services provider and has evolved into a national-scale Emergency Management operator executing complex federal missions that require surge staffing, custodial healthcare, detention-adjacent oversight, emergency intake operations, public health response, and field logistics. While medical services remain one of Caduceus’s original core competencies, healthcare is not our brand identity. Instead, healthcare, public health, and security are core human-capital competencies within a broader Emergency Management execution model.

Caduceus’s execution model is built on four integrated mission pillars:

  • Emergency Management & Operations
Caduceus supports emergency preparedness, disaster response, emergency operations centers (EOCs), crisis operations, incident management, and surge deployment in support of federal continuity and humanitarian missions

  • Human Capital Solutions
Caduceus provides rapid surge staffing, credentialing and vetting, workforce integration, and operational staffing across healthcare, public health, security, detention-adjacent roles, and emergency response functions. Human capital is Caduceus’s primary execution engine

  • Logistics & Wrap-Around Services
Caduceus delivers full-spectrum field logistics and operational support, including equipment deployment, mobile units, food services, housing, transportation, warehousing, call centers, and on-site operations supporting emergency and custodial environments.

  • Federal Mission Execution
Caduceus executes DHS, FEMA, HHS, and DoD missions across ORR, CDC, ICE, CBP, and defense-adjacent operational programs, supporting emergency intake sites, detention operations, public health response, and large-scale surge missions.

Caduceus is uniquely positioned at the intersection of Emergency Management, human capital, law-enforcement–adjacent oversight, and healthcare governance. Unlike most detention, security, or facilities-focused vendors that outsource medical services, medical operations are one of Caduceus’s original core competencies. Caduceus maintains in-house custodial healthcare capability, Joint Commission–accredited credentialing and clinical governance, a deep internal bench of licensed medical professionals and detention medical directors, and active medical malpractice insurance coverage supporting the clinical accountability associated with detainee death reviews, medical compliance inspections, and mortality-adjacent investigations.

Caduceus operates under a certified governance framework that includes ISO 22320:2018 Emergency Management, ISO 9001:2015 Quality Management, CMMI Level 3 talent acquisition, and Joint Commission healthcare accreditation. These governance frameworks institutionalize operational discipline, workforce qualification standards, training oversight, quality assurance monitoring, clinical accountability, and continuous improvement across all mission environments.

Caduceus also maintains DHS-aligned information security and data governance controls supporting the secure handling of SBU, FOUO, and PII data and has established onboarding infrastructure designed to accelerate DHS and ICE suitability workflows, including working relationships with FBI-authorized fingerprinting channelers to mitigate background investigation bottlenecks.

Through this integrated Emergency Management execution model, Caduceus delivers operationally defensible, clinically credible, and governance-driven solutions for federal agencies operating in high-risk, high-consequence mission environments.
