Medical Review Officer

Statement of Work

Background: This statement of work is for medical services to support two program offices within CBP’s Office of Human Resources Management (HRM): National Programs Division’s (NPD) Medical and Fitness Branch (MFB) and CBP Hiring Center (CBP HC). CBP National Programs Division is located in Washington, D.C, and for the purposes of this SOW, is responsible for the Drug Free Workplace Program, Independent Medical Examinations, reviews of medical documentation, and general examinations. CBP Hiring Center (CBP HC) is located in Bloomington, MN, and for the purposes of this SOW, is responsible for the coordination of the pre-employment candidate medical examinations and fitness tests for positions with medical standards and physical requirements, and for the scheduling of specimen collection services for the drug testing of candidates selected to occupy safety-sensitive positions.  

Place of performance: Services may be performed remotely, supporting a nationwide program involving review of psychological evaluations and medical documentation. Limited travel may be required based on program needs. 

Schedule Hours: Services shall be provided on a continuous, as-needed basis to support CBP operations. The Contractor shall support standard business hours, as well as extended hours, evenings, weekends, and holidays, as required. 

Requirements:

  • Current, full, and unrestricted license to practice medicine in a State, Territory or Commonwealth of the U.S. or in the District of Columbia. Must be a Medical Doctor (M.D.) or a Doctor of Osteopathic Medicine (D.O.).

  • Shall have obtained and maintained certification by the American Board of Psychiatry and Neurology.

  • The Curriculum Vitae (CV) or resume shall contain the following: 

    • Evidence of expertise and experience in behavioral health evaluation /support, including at least five (5) years of experience demonstrating knowledge of military and/or law enforcement hiring/screening experience and knowledge of the Office of Personnel Management's policies about Federal hiring.

    • Experience in reviewing FFDE cases for psychological and psychiatric illness of military or law enforcement is preferred.

 The Mental Health Reviewing Consultant is responsible for reviewing the psychiatric and mental health consultations authored by the IME physicians and creating written recommendations regarding the employee’s fitness for duty.

Duties and Responsibilities will include, but are not limited to the following:

  • Conduct clinical review and evaluation of mental health and psychological assessments for candidates and employees

  • Review medical and psychological documentation to determine mental and behavioral fitness-for-duty in accordance with CBP standards

  • Provide written clinical opinions and recommendations regarding psychological suitability and risk factors

  • Ensure all evaluations are conducted in compliance with applicable federal regulations, CBP requirements, and accepted clinical standards of car

  • Analyze complex behavioral health cases, identifying conditions that may impact job performance, safety, or reliability

  • Ensure all determinations are clinically sound, defensible, and supported by appropriate medical documentation

  • Coordinate with the Lead Reviewing Physician Consultant and Program Managers to ensure timely completion of mental health reviews

  • Maintain strict adherence to confidentiality, privacy, and HIPAA requirements for all mental health records and communications

  • Maintain all required professional licensure, certifications, and credentials throughout the period of performance

  • Ensure all documentation is complete, accurate, and audit-ready for Government review

  • Support audits, inspections, and program reviews by providing clinical justification and documentation for determinations

  • Identify trends or recurring issues in psychological evaluations and provide recommendations for program or policy improvements

  • Ensure responsiveness to high-volume processing requirements and time-sensitive determinations

  • Provide consultation to the Government on behavioral health risks, standards, and evaluation criteria, as needed
