Lead Reviewing Physician
Statement of Work
Background: This statement of work is for medical services to support two program offices within CBP’s Office of Human Resources Management (HRM): National Programs Division’s (NPD) Medical and Fitness Branch (MFB) and CBP Hiring Center (CBP HC). CBP National Programs Division is located in Washington, D.C, and for the purposes of this SOW, is responsible for the Drug Free Workplace Program, Independent Medical Examinations, reviews of medical documentation, and general examinations. CBP Hiring Center (CBP HC) is located in Bloomington, MN, and for the purposes of this SOW, is responsible for the coordination of the pre-employment candidate medical examinations and fitness tests for positions with medical standards and physical requirements, and for the scheduling of specimen collection services for the drug testing of candidates selected to occupy safety-sensitive positions.
Place of performance: Services may be performed remotely, with responsibilities supporting a nationwide medical review program. Work involves secure review of medical documentation and coordination with CBP personnel. Occasional travel may be required.
Schedule Hours: Services shall be provided on a continuous, as-needed basis to support CBP operations. The Contractor shall support standard business hours, as well as extended hours, evenings, weekends, and holidays, as required.
Requirements:
Current, full, and unrestricted license to practice medicine in a state, territory or commonwealth of the U.S. or the District of Columbia. Must be a Medical Doctor (M.D.) or a Doctor of Osteopathic Medicine (D.O.).
Shall hold current board-certification in Occupational Medicine, Internal Medicine. Three (3) years of experience providing medical suitability determinations or recommendations for military or law enforcement candidates and incumbents may be used as a substitute for board-certification in Occupational Medicine or Internal Medicine.
Evidence of a minimum of five (5) years of experience reviewing and determining medical qualifications based on occupation standards in the occupational medicine field for pre-employment and incumbent personnel;
The Contractor shall provide evidence with proposal and at one-year intervals thereafter. The Curriculum Vitae (CV) or resume shall contain the following:

Evidence of current board-certification in Occupational Medicine, Internal Medicine or a minimum of three (3) years providing medical suitability determinations or recommendations to law enforcement and/or military entities with medical standards and physician requirements.
The Lead Reviewing Physician Consultant shall serve as the Contractor’s Lead Reviewing Physician and shall be the liaison between the Contractor and CBP’s Program Offices, namely NPD and CBP HC.
Duties and Responsibilities will include, but are not limited to the following:
The Lead Reviewing Physician Consultant is responsible for reviewing medical examinations and consultation requests, and is responsible for ensuring quality control (consistency, accuracy, required detail, etc.) of medical ratings and consultations.
Serve as the lead clinical authority responsible for reviewing medical examination results and providing final medical determinations for candidates and employees
Review and evaluate medical examinations, Independent Medical Evaluations (IMEs), and supporting medical documentation to determine fitness-for-duty
Provide written medical opinions and recommendations regarding candidate suitability in accordance with CBP medical standards
Ensure all medical reviews are conducted in compliance with applicable federal regulations, CBP medical requirements, and established clinical guidelines
Analyze complex medical cases and provide clear, defensible determinations based on clinical evidence and established standards
Oversee and ensure consistency in medical review processes across all reviewing physicians and consultants
Provide guidance and consultation on medical policies, standards, and interpretation of medical requirements
Coordinate with Program Managers and CBP personnel to ensure timely completion of medical reviews and reporting
Ensure all medical documentation is handled in accordance with HIPAA, privacy, and confidentiality requirements
Maintain required medical licensure, board certification, and professional credentials throughout the contract period
Ensure all determinations and documentation are accurate, complete, and audit-ready
Support audits, inspections, and Government reviews by providing clinical documentation and justification for medical determinations
Identify trends or issues in medical evaluations and provide recommendations for process improvements or policy updates
Ensure responsiveness to high-volume processing requirements and time-sensitive medical determinations
Provide oversight to ensure all medical evaluations align with job-specific physical and medical qualification standards
