Medical Review Officer
Statement of Work
Background: This statement of work is for medical services to support two program offices within CBP’s Office of Human Resources Management (HRM): National Programs Division’s (NPD) Medical and Fitness Branch (MFB) and CBP Hiring Center (CBP HC). CBP National Programs Division is located in Washington, D.C, and for the purposes of this SOW, is responsible for the Drug Free Workplace Program, Independent Medical Examinations, reviews of medical documentation, and general examinations. CBP Hiring Center (CBP HC) is located in Bloomington, MN, and for the purposes of this SOW, is responsible for the coordination of the pre-employment candidate medical examinations and fitness tests for positions with medical standards and physical requirements, and for the scheduling of specimen collection services for the drug testing of candidates selected to occupy safety-sensitive positions.
Place of performance: Services may be performed remotely, with responsibilities supporting a nationwide drug testing program. The role requires secure access to laboratory systems and Government platforms. Occasional travel may be required for meetings or program support.
Schedule Hours: Services shall be provided on a continuous, as-needed basis to support CBP operations. The Contractor shall support standard business hours, as well as extended hours, evenings, weekends, and holidays, as required.
Requirements:
Licensed to practice medicine within the U.S. The current license to practice medicine shall be permanent, full, and unrestricted.
At a minimum, shall be a Doctor of Medicine (M.D.) or a Doctor of Osteopathy (D.O)
Evidence of a minimum of five (5) years of experience providing MRO services to DFWPs;
Evidence of a minimum of three years providing MRO services to DFWP within the last three (3) years of this requirement.
Evidence of current MRO HHS Certification shall be provided at the time of proposal and at six (6) calendar month intervals thereafter.
Evidence of current medical board licensure shall be provided at the time of proposal and at six (6) calendar month intervals thereafter.
Duties and Responsibilities will include, but are not limited to the following:
Serve as the authorized Medical Review Officer (MRO) responsible for the review, verification, and reporting of all drug test results in support of the CBP Drug-Free Workplace Program (DFWP)
Conduct independent medical review of laboratory test results to ensure accuracy, validity, and compliance with HHS Mandatory Guidelines and applicable federal regulations
Verify all positive, negative, and non-negative test results, including resolving discrepancies and ensuring proper interpretation of laboratory findings
Contact donors, when required, to conduct medical interviews and determine if there is a legitimate medical explanation for test results
Ensure all final determinations are made in accordance with HHS and DOT regulatory requirements, as applicable
Provide final verified test results to the Government in a timely, accurate, and compliant manner
Maintain strict chain of custody integrity and ensure all documentation supports defensible results
Ensure all test result information is handled in accordance with privacy, confidentiality, and HIPAA requirements
Coordinate with the Laboratory Director to ensure accurate and timely transmission of test results and resolution of any discrepancies
Maintain all required MRO certifications, credentials, and training, ensuring compliance with federal standards
Ensure proper documentation and recordkeeping of all test reviews, communications, and determinations
Support audits, inspections, and Government reviews by maintaining complete and accurate MRO records and documentation
Ensure compliance with all applicable federal laws, regulations, and CBP-specific policies governing drug testing programs
Provide consultation and guidance to the Government regarding drug testing results, policies, and compliance issues, as needed
Ensure responsiveness to time-sensitive testing requirements, including post-accident and reasonable suspicion testing scenarios
Maintain readiness to support nationwide operations and high-volume testing requirements
