Mínelson Medina-Ríos is our VP of Training and Workforce Development, responsible for leading scalable instructional delivery, digital transformation, and workforce empowerment initiatives at Caduceus. Dr. Medina-Ríos brings an extensive background in educational strategy, having served as a Consultant, Instructional Designer, and Trainer at the Puerto Rican Institute for Higher Learning, Inc.. In that role, he proactively spearheaded an institutional migration to a centralized digital ecosystem, successfully onboarding over 1,000 agents to significantly reduce time-to-productivity for new hires. He also architected scalable training curricula modeled strictly after Competency-Based Education (CBE) frameworks and engineered advanced knowledge-measurement ecosystems utilizing high-stakes Performance-Based Assessments. His corporate leadership background also includes serving as an Operations Manager for Pro-Medic EMS, where he supervised a cross-functional staff of over 50 employees and oversaw an $800,000 monthly budget while ensuring strict regulatory compliance.
Dr. Medina-Ríos earned his Doctor of Education (Ed.D.) with a Major in Curriculum and Teaching from the University of Puerto Rico, where he graduated with academic excellence and championed research on distance learning quality. Additionally, he holds a Master of Laws (LL.M.) from the University of Miami School of Law, a Juris Doctor (J.D.) from Chicago-Kent College of Law, and a Bachelor of Science in Business Administration from Washington University in St. Louis. A specialist in educational technology, Dr. Medina-Ríos is a Google for Education Certified Trainer, a Gemini Certified Educator, and is highly credentialed in the application of Generative and Agentic AI in education.
