John Esquivel serves as Corporate Security Officer and Department of Homeland Security Subject Matter Expert.
A founding member of the U.S. Department of Homeland Security, John retired from the U.S. Border Patrol after more than 25 years of distinguished service, culminating in executive leadership at the Senior Executive Service (SES) level. Throughout his career, he led large, geographically dispersed organizations, managed enterprise-scale programs, and delivered transformational initiatives supporting one of the nation's largest federal law enforcement agencies. Committed to developing high-performing organizations, John implemented a comprehensive leadership and workforce development strategy that strengthened operational readiness and resulted in the promotion of more than 100 employees into management and executive leadership positions. He also established the U.S. Border Patrol's first CrossFit-based wellness program and created the agency's first Patrol Family and Friends Support Program, demonstrating his belief that organizational success is built on investing in people as well as mission execution.
As Acting Chief Patrol Agent for the Laredo Sector, John led approximately 2,000 employees, directed operations across 171 miles of the U.S.-Mexico border spanning 86,000 square miles, and managed an annual operating portfolio exceeding $250 million. At U.S. Border Patrol Headquarters, he directed national programs spanning facilities and engineering, tactical infrastructure, workforce planning, budget execution, and strategic partnerships. He provided executive oversight of an annual $250 million capital investment program for construction, repairs, and modernization while helping steward a nationwide facilities portfolio representing billions of dollars in federal infrastructure assets.
John is recognized for creating new organizational capabilities and leading initiatives that transformed operations and strengthened collaboration. He founded the South Texas Border Intelligence Center (STXBIC), the first intelligence fusion center of its kind in South Texas, integrating 20 federal, state, and local agencies into a unified intelligence environment. He also helped lead the Customs and Border Protection South Texas Campaign, a nationally recognized initiative that advanced interagency coordination and operational effectiveness.
